Robert W. Staiger is Roth Family Distinguished Professor in the Arts and Sciences and Professor of Economics at Dartmouth College and a Research Associate of the National Bureau of Economic Research. He is an economist specializing in the study of international trade policy rules and institutions, with particular emphasis on the economics of the GATT/WTO.

As a possible reform of its dispute settlement procedures, the WTO membership should consider carving out trade actions taken under the national security exception (GATT Article XXI) as a case where trading partners have the right to bring non-violation claims but do not have the right to bring violation claims.
