Strategic Responsibility in a Continent under Threat: Is it Time for a European Security Council?
The idea of a European Security Council is not new, but has resurfaced, as Europe grapples with the threat from Russia, the US's abandonment and the mounting challenge of populist nationalism. Now, as the urgency of defence has mounted, it's becoming increasingly clear that existing institutional structures - including the EU and NATO - alone may be unable to confront the security predicament facing Europe today. At the same time, coalitions of willing European countries are emerging, over Ukraine, Greenland and defence, and pointing to the renewed focus on a possible European Security Council.
