The first stage in the British Government’s incremental strategy to establish closer relations between the United Kingdom and the European Union was marked out at the UK/EU Summit held in May last year. It involves opening up three aspects of the EU’s internal market to the UK: the creation of a common sanitary and phytosanitary (SPS) area to facilitate trade in agri-products; UK participation in the EU’s internal electricity market; and the creation of a link between the EU and UK Emissions Trading Systems. A pre-condition for allowing the UK into those areas of EU activity is its acceptance of an obligation of dynamic alignment. In other words, UK law applicable in the three areas must comply fully with the relevant rules of EU law, and keep pace with any developments in those rules.
The Seminar will focus on what the implementation of dynamic alignment will entail and how this can be made to work for the United Kingdom.
