A widely noticed IEP-Bocconi publication argued that the high cost of adjusting the labour force hampers European competitiveness in innovative sectors. But opinions diverge on how high the costs of failure and of adjusting labour force are and whether they represent the key obstacle for innovative sectors in Europe.
