Marco Leonardi
Marco Leonardi is Professor of Economics at the University of Milan. His research focuses on labour markets, public finance, and economic policy in Italy and Europe.
He has been closely involved in the policy debate on the Italian National Recovery and Resilience Plan (PNRR), both as a scholar and as a policy advisor.
During the government of Mario Draghi he served as Head of the Economic Advisory Unit at the Department of the Prime Minister, contributing to economic policy analysis related to the implementation of the recovery plan.
He has also worked on the monitoring and evaluation of PNRR investments affecting local governments, including analytical work conducted with and for the National Association of Italian Municipalities (ANCI) on the implementation of projects at the municipal level. His recent research and policy work focus on the effectiveness of public investment, labour-market reforms, and the capacity of local administrations to implement large-scale programmes financed by European funds.
