Pietro Galeone
Pietro Galeone is a researcher at IEP@BU and lecturer at Bocconi University. His research currently focuses on education and labor economics, youth policies and social inclusion. He obtained his BA in Social Studies from Harvard University, focusing on the relevance of economics for euroscepticism, with a secondary degree in Astrophysics. He then completed his PhD in Economics at Bocconi University, focusing on migration and school-to-work transitions. In 2021-2022, he served as economic advisor to the Italian Minister for Labor and Social Policies, representing Italy in the Council of the EU’s employment committee (EMCO) and in the G20 Employment working group. He was also EU Youth Guarantee coordinator for Italy and Italian representative in the Minimum Income Network (MINET) of the European Commission.

Over 93 million people in the EU remain at risk of poverty or social exclusion in 2024, underscoring the urgent need for stronger social protection. While minimum income schemes remain a vital tool in combating poverty, significant reforms are needed to ensure they fulfil their intended role effectively.
The fight against poverty is not a new one. It has been a feature of national policies and academic research for many decades. However, the ways in which a State fights against poverty have changed over time, continuously evolving to approach new challenges through the adoption of new tools and policies.

In the discussion on monetary policy in the presence of supply shocks, we focus on the Euro area to understand the recent wave of inflation.
Our starting point was the stark increase in non-energy price inflation, which is the key element for the ECB since monetary policy cannot do anything about energy prices. Could the ECB have foreseen this development? Our analysis suggests that this would have been difficult based on past experience.
Commentaries on Financial Markets
Inflation rates in the euro area and US increased sharply in 2022, in part following large energy price shocks. This column analyses the pass-through from energy prices to core inflation since the 1970s for the US and Germany. It shows that this pass-through is not constant over time, but time-varying. Pass-through from energy to inflation during the 1970s was high in the US, but not in Germany. Both countries experienced high pass-through in 2022, but this has declined in the most recent quarters, consistent with a return to more normal inflation dynamics.
The US and the euro area have similar headline inflation rates, but very different drivers. In the US, inflation is mainly driven by housing costs. By contrast in the euro area energy now provides an important negative element, that is offset to a large extent by still increasing food prices

The discussion will focus on cornerstones of migration policies, from Visa and language requirements to recognition of qualifications for skilled workers, on labor market and social integration of asylum seekers, and on the different factors leading to workers’ choice to stay permanently or only temporarily in the host country.
The President Von der Leyen’s political guidelines for 2024-2027 announced the first-ever European Anti-poverty strategy to help people to get access to the essential protections and services they need, along with addressing the root causes of poverty.
The Strategy is expected to be presented in 2026. To prepare it, the European Commission (DG EMPL) and Bocconi University are organizing a joint event to gather expert contributions, focusing on topics such as minimum income, breaking the intergenerational transmission of poverty, and financing anti-poverty measures

In preparation for the international day for the eradication of poverty, in October, the Institute for European Policymaking @ Bocconi University is preparing a focus on poverty and social inclusion, focusing in particular on homelessness. The goal is to bring together academia, policymakers, civil society and the very individuals experiencing poverty, in order to confront the issue from a wide range of perspectives. This way Bocconi hopes to share knowledge more effectively in order to develop more robust and evidence-based solutions.

Directive 2022/2041 aims to establish a minimum wage framework across the EU. The transposition deadline passed in November 2024, but few countries have fully implemented it. The seminar will assess its impact, focusing on social partners' role in setting wage standards. Read more...
